The United Nations Educational, Scientific and Cultural Organization (UNESCO) has published a Global Education Monitoring (GEM) Report every year since 2002. The report monitors progress towards the Sustainable Development Goals (SDGs), and specifically SDG 4 on quality education. It also highlights strategies to help stakeholders to account for and improve on their commitments to attain SDG 4.
Each year, the GEM Report focuses on a particular element of education. The 2023 report focuses on technology in education, which became particularly relevant during the COVID‑19 pandemic and the increase in learners accessing education at home. The report will explore the benefits and challenges of using technology in education and provide details of the system-wide conditions that are required to benefit from technology in education, such as access, governance and teacher training.
The 2023 report will be launched on 26 July at an event in Montevideo, Uruguay, which will be live streamed. This event will bring together education experts from around the world, and will feature presentations from UNESCO’s Director General, Audrey Azoulay, the President of the Republic of Uruguay, Luis Lacalle Pou, and the Director of the GEM Report, Manos Antoninis. A number of side events will also take place on 26 and 27 July. Later in the year, there will also be several regional launch events, including in Germany, the Netherlands and Switzerland.
Several Agency activities have examined technology in education, most recently the Inclusive Digital Education activity. In addition, the Agency has participated in previous editions of the GEM Report, most notably in developing the 2020 report on inclusion and education and the related 2021 regional report on Central and Eastern Europe, Caucasus and Central Asia.
