An agent for change: Country Policy Development Support

As an active agent for policy change, the Agency aims to support all of its member countries to improve their policy for inclusive education. The Country Policy Development Support (CPDS) activity helps member countries to reflect on their own policy for inclusive education.

Three pilot countries – Iceland, Lithuania and Malta – have worked with the Agency team to develop the CPDS activity and its methods. The CPDS Methodology Report describes the pilot and the final agreed CPDS processes in detail.

The pilot developed the CPDS Framework, which is a tool to record country information on inclusive education policy and practice. It allows the Agency team to collect evidence of countries’ policy and practice on the topics highlighted in the Agency’s Key Principles for inclusive education. These topics include quality assurance, co-operation between stakeholders, including learner voices and teacher training, among others.

The completed frameworks for the pilot countries are available online as Country Repositories. Synthesis reports outline the key findings in the repositories.

From this year onwards, the CPDS work will be rolled out to another group of Agency member countries. More countries’ repositories and synthesis reports will be available on the website as they complete the process. By regularly revisiting and updating the repositories to reflect changes in their systems, CPDS will allow countries to continuously reflect on their inclusive education policy and implementation and support them to create and attain their inclusive education policy goals.
