UNESCO has published a report on the high-level policy debate that took place to commemorate the 30th anniversary of the Salamanca Statement.
The event took place in Paris, France, in March 2024. It brought together representatives from ministries of education and other high-level education stakeholders to examine the progress made in inclusive education systems since the Salamanca Statement was adopted in 1994.
The report, entitled The Salamanca Statement anniversary: 30 years of progress?, summarises the event highlights, including details from the panel which involved Agency Assistant Director, Amanda Watkins. The panel discussed the gap between policy and implementation across Europe but stated that there has been a positive shift towards the inclusion of all learners.
The report also provides final recommendations drawn from the event. These focus on stakeholders working together across nations to build on the progress made since the Salamanca Statement, and continued efforts to move away from a deficit-based model of inclusion.
Read the report on the UNESCO website. A video of the high-level policy dialogue is also available, together with the reflection paper that the Agency prepared for the event.
