FPIES Country Partner: Slovenia
In Slovenia, the Ministry of Education, Science and Sport (Ministrstvo za izobraževanje, znanost in šport) is responsible for education. It has authority to formulate and implement education policies, as well as make system regulations. The Ministry directly or indirectly outlines national programmes and draws up budgets for pre-primary, basic, upper-secondary, higher vocational and higher education.

- Alen Kofol: Alen is a school inspector working for the Ministry of Education, Science and Sport of the Republic of Slovenia. He is a member of the FPIES Project Advisory Group.
- Vanjariccarda Kiswarday: Vanjariccarda is a professor at the University of Primorska's Faculty of Education. She is a member of the FPIES Project Country Analyst Group.
The country study visit to Slovenia
The role of the Slovenian Ministry in the FPIES project was to host one of the six country study visits (CSV) involving policy-makers from three of the other five partner countries. The CSV examined in depth the system of financing special needs and inclusive education in Slovenia and identified features, challenges and opportunities within the model currently in use. A wide range of relevant stakeholders participated in the study visit and discussed the set-up and impact of financing policies in Slovenia.
Basic education in Slovenia is financed by the municipality and the national budget, from donations, sponsorships and other sources. The Organisation and Financing of Education Act specifies the sources of funding by purpose, duty and responsibility and lays down the terms and conditions for financing and supervision.
The general strengths of the system discussed by the CSV visitors were the level of centralisation, individuals' commitment to inclusive education and the level of existing data. This was evidenced by how stakeholders at national and municipal level discussed their approaches to financing inclusive education as well as to governance.
